fix:执行计划

问题:在有些特殊时间节点下,由于定时任务更新批次信息和批量重试的时候存在同时操作的问题,导致队列会被删除
解决:修改锁获取的先后逻辑。对于批次信息、状态处理的逻辑都需要获取锁进行操作,降低由于时间差导致的数据异常。
